PA Government wants Seniors homes! (cross posted to CAREGIVING)
I just found out about a bill that being snuck through in Harrisburg to EXPAND Estate Recovery in a pathetic effort to balance the state's budget. I'm livid about this.

Basically if you are a caregiver taking care of someone (even your spouse) and they need to receive assistance from Medicare or Medicaid (almost everyone who needs nursing home care these days...unless you are related to Donald Trump or the Rockefellers), the Commonwealth of Pennsylvania is trying to pass a law saying that even if your home was previously "protected" from Medicare, they will put a lien on it to recover the expenses that were paid. It's known as HB1351.

It used to be the surviving spouse/family/caregivers could still keep the family home/farm under most circumstances, but the thugs in Harrisburg want to change that and make a couple million to help balance the state budget on the backs of the elderly poor and their families.

And yes...you HAVE to be poor before you can even qualify for Medicaid, spending almost every dime you have before the Government will help with long term care. And your family home, forget about leaving it to your children, they can't inherit it, they can't finance it and why should you even keep it maintained if there's a Government lien on it?

I am SO tired of Pennsylvania stripping away the rights of people and their families to have any sort of dignity in ther "golden" years. Golden, my ass! Nothing is golden about dealing with a parent who is the mental equivalent of a two-year old, cannot care for herself, and the other parent not willing to do what is necessary to give her the proper care. Nothing golden about trying to arrange care by long-distance and being looked down upon by the social workers who are supposed to "assist" people out of their houses and homes. They want to keep people in their homes, but they really don't want to help do that---they're really out looking for a buck.

I just spent the day in PA, trying to arrange for my parents to get some help. My father won't come and live with any of his kids, except the one who is still smoking pot, drinking, and taking anti-depressants. He won't come back to Maryland to live with me. He won't put my mom in a facility with lockdown measures--she has dementia and wanders off. She becomes combative when she has to leave the house for any reason, and she wants her dogs with her at all times. In order for my parents to qualify for the Estaste Recovery program, they can't have more than $16000.00 in assets, or more than $4500 a month pre-tax income. They can own their home and a vehicle, but that's about it. They want to know about life insurance policies, burial plots and pre-need arrangements, doctor's assessment----she has to qualify to enter a nursing home before this program is even conidered. If she doesn't qualify for nursing home care, then she is automatically disqualified.

What Pennsylvania is really saying is that their residents are on their own for finding assistance for their elderly. Take it or leave it, folks----this is what you get. Or don't---depending on the mood of the day. And we can rescind it at any time if we need to balance ourbudget.

I am pissed. I don't live in PA, so writing my Congressman won't even get me a polite reply.
